The text is the title and first words of The Fellowship of the Ring, in English.

I designed a method for using Tengwar to transcribe English, basically using phonemes (almost phonetic) instead of retaining letter for letter English spelling. The key is shown in last two pictures, but gives up its secrets to only the biggest of language nerds.
