Yes, distracting and SD by cooing at or attempting to pet them IS that bad. At least ask first. And if the handler says no, don’t be offended. You don’t have the right to pet dogs just because they’re dogs.
Thing is people /would/ do those other things. Ive had my (then makeshift bc i was too broke to buy a new good) cane taken from me by someone because they thought i was using it for pity points as im 17 and look even younger. I get the point but like people are that shit sadly.
