ultimately frodo is a hero because he is small and sincere and gentle, and because there is someone at his side who has faith that he will see this thing done, even if sam must shoulder the burden in turn

This, but also Frodo giving his orders to Merry and Pippin: 

But remember: there is to be no slaying of hobbits, not even if they have gone over to the other side. Really gone over, I mean; not just obeying ruffians’ orders because they are frightened. No hobbit has ever killed another on purpose in the Shire, and it is not to begin now. And nobody

is to be killed at all,if it can be helped. Keep your tempers and hold your hands to the last possible minute!”

And then, at the Battle of Bywater, in which 70 Men and 19 hobbits were killed, and thirty hobbits wounded: 

Frodo had been in the battle, but he had not drawn sword and his chief part had been to prevent the hobbits in their wrath at their losses , from slaying those of their enemies who threw down their weapons. 

He took the Ring to the fire, he’s standing there with nine fingers in the middle of a battle in which 89 people were killed, unarmed, ordering his own people to accept the surrender of their hated enemies.  How awesome is Frodo?

And finally, talking to Saruman after his defeat before the assembled hobbits, when Saruman attempts to daunt them with the power of his voice:

But Frodo said: “Do not believe him! He has lost all power, save his voice that can still daunt you and deceive you, if you let it.  But I will not have him slain. It is useless to meet revenge with revenge: it will heal nothing.  Go, Saruman, by the speediest way!”

Frodo is amazing.  (Sam is also amazing, obviously) 

I aspire to Frodo’s kind of courage.
